Experience in Government
Jay was appointed by the Orange County Board of Commissioners to serve as facilitator for the Election Advisory Group (EAG) (2021) and Schools Safety Task Force (SSTF) (2023). The EAG reached consensus around recommendations for different ways to elect county commissioners in Orange County. The SSTF achieved consensus around recommendations for assuring safety in the County's two school systems.
As a Carrboro Alderman (1987-1997), Jay’s service included serving on the steering committee for Shaping Orange County’s Future and the Chatham/Orange County Watershed Protection Taskforce. His committees and initiatives included:
· Affordable housing
· Rezoning
· Historic preservation
· Youth safety
· Building community
· Farm and rural character preservation
· Strategic planning for school districts
Special initiatives he spearheaded include:
· Mediation to resolve a lawsuit over the Aldermen’s decision to deny a petition for rezoning
· Design of a subdivision with open space regulations
· Historic and neighborhood preservation
· Architectural standards
· Guidelines for civil discourse during public meetings
· Regulations encouraging mediation among town citizens, and between citizens and government
As a citizen of Carrboro and with fellow residents, he helped form the Friends of Old Carrboro, Inc., to promote preservation in downtown Carrboro and commercial neighborhoods He also served on and chaired the Northern Transition Area Advisory (Planning) Committee, the County Committee for design of Twin Creeks County Park, and the Orange County Planning Board.
